Expanded e-Government is one of the five initiatives on the President’s Management Agenda (PMA). It requires agencies to expand technology, particularly Internet-based applications, to enhance delivery of government information and services.
Responding to PMA, VA developed 19 e-Gov initiatives and selected Enlightened to assist in “achieving green” on the PMA red-yellow-green scorecard. Enlightened will provide project plans and management services, develop OMB-300 business cases, track and report performance, recommend e-Gov initiatives, develop a document management system for the program, and deliver general program support. |

Enlightened already has a project manager and several consultants on site working most of the tasks; the document management system will be delivered later in the performance period. They have created project plans and reporting processes that will produce the quarterly red-yellow-green scorecards. “Get to Green” has become the rallying cry and theme within the IT departments throughout the agency.
This program plays to three of Enlightened’s strengths: business process reengineering, project and resource management, and project coordination. The challenge here will be in managing many of the PMA initiatives at once on such a broad scale: VA is the second-largest agency in the federal government after Department of Defense.
Early on, Enlightened will open a project management Web site that will allow VA management to review the project plan, status reports, system documentation, and deliverables for all tasks. This information will be updated daily and is available 24/7. |

- VA will benefit from Enlightened’s strong project management processes. Our approach to project coordination and control is based on earned value management (EVM) methodology. Our weekly status meetings with VA will ensure the project remains on schedule and deliverables within expected scope.
